Pre-Solicitation Notice for Evidence Control and Storage Facility for the Metropolitan Police Department Solicitation No: DCFA-2007-B-0124

Purpose:

The purpose of this solicitation notice is to acquire information from Contractors who have expertise and capability to provide an Evidence Control and Storage Facility on a fast track basis. Detailed requirements and instructions will be provided through a formal solicitation. A formal solicitation will be released in January 2008.

A Pre-Solicitation Conference will be held on Friday, January 4, 2008 at a location to be announced and will consist of a briefing, followed by an open question and answer session. At the conference, the Office of Contracting and Procurement (OCP) and the Metropolitan Police Department (MPD) will provide an overview of current issues, uses, capability, needs and constraints.

It is requested that interested parties submit no later than January 18, 2008, a response that includes, but is not limited to, a capability statement; questions; and recommendations for the solicitation. Description:

The District of Columbia Metropolitan Police Department’s Evidence Control Branch is inadequate in its design, safety, security and environmental working conditions. More than 1 million items of evidence are contained in a 45-year old warehouse with inadequate lighting, electrical, HVAC and shelving systems. Inventory information is at a bare minimum making items difficult to locate when needed. Property/evidence tracking is inadequate. Packaging is completely irregular and there are not adequate accommodations for: 1) different types of evidence (e.g. narcotics, possible biohazards, cash/valuables, guns, oversize items, etc.) and 2) differing evidence retention periods (up to 65 years for certain types of evidence). The government has identified a possible site for the new Evidence Control and Storage Facility on the East Campus of St. Elizabeth’s on Martin Luther King Jr. Ave, SE, although the District is open to alternative sites or buildings, including sites outside the District of Columbia.

Goals:

The District of Columbia is seeking a new state-of-the-art Evidence Control and Storage Facility for the MPD. The District has outlined goals for this procurement as stated below.

  1. Address outdated warehouse facility
    • Provide a safe, secure, climate-controlled structure for the storage of police evidence.
    • Include workrooms, viewing and office areas, as needed. Provide a secure loading dock.
    • Provide parking for public and MPD personnel
    • Incorporate the District’s green-building goals to the maximum extent practicable.
  2. Incorporate advanced labor-saving, security enhancing technologies
    • Incorporate advanced automated high-density storage and retrieval systems. Systems should accommodate items of various shape, size and temperature need, as appropriate.
    • Incorporate a computerized tracking system that enables MPD to quickly retrieve evidence, control access to evidence, track evidence movement to court, provide images of stored evidence and automatically generate notices when evidence can be auctioned or destroyed.
    • Address potential growth of evidence inventory based on statutory retention periods mandating retention of up to 65 years.
  3. Address facility start-up and management needs
    • Ensure chain of custody is maintained from receipt, to storage, to purge, and final disposition is determined.
    • Include a proposal for evidence repackaging, labeling, and data entry of all evidence in MPD inventory.
    • Include a proposal for transferring evidence and staffing facility during MPD officer training process.
    • Include initial and periodic MPD training for current and future staff
    • Include regular maintenance and audit provisions.
  4. Financing
    • Innovative financing approaches that minimize government cost but facilitate long-term control/ownership of real estate and equipment assets by the DC government are encouraged.
